PM Pham Minh Chinh holds talks with French counterpart Francois Bayrou in Paris

Bayrou appreciated Pham's engagement in and contributions to the conference, particularly the latter's initiatives and voluntary commitments.

Bayrou underlined the significance of Pham's ongoing tour to France as it provides clear evidence of the pratical and substantive growth in the relations between the two countries.

Pham congratulated France on successful hosting of the UN Ocean Conference, reaffirming Viet Nam's support for France's role and voice in promoting international cooperation, conservation and sustainable use of the oceans and seas.

He conveyed the greetings from General Secretary To Lam, President Luong Cuong, and Chairman of the National Assembly Tran Thanh Man to Prime Minister Bayrou and other senior French leaders.

The Vietnamese leader affirmed that France is one of major partners in Viet Nam's foreign policy toward Europe in general and the European Union in particular, saying his tour to France reflects Viet Nam's strong determination to concretize the contents of the Viet Nam-France Comprehensive Strategic Partnership established in 2024.

Pham said that the potential for bilateral cooperation remains vast, especially in such fields like aerospace, urban transport, nuclear energy, and manufacturing that Viet Nam is giving high priority to luring foreign investments in the new era of national development.

Prime Minister Bayrou showed his impression on Viet Nam's socio-economic development achievements as well as its increasingly high role and position on the international arena. He affirmed that France always attaches importance to bolstering cooperation with Viet Nam in both traditional areas and emerging fronts specified in the Joint Declaration on elevation of the Viet Nam-France relations to a Comprehensive Strategic Partnership.

In the contxt of fast and complex evolution of global political and economy situation, the two Prime Ministers agreed to further enhance coordination to contribute effectively to peace, stability and development in the two regions and the world.

From that perspective, the two sides agreed to work closely together to realize the outcomes of high-level visits; consolidate political trust through the exchange of delegations at all levels, especially high-level ones and across all channels.

Both sides agreed to mull over the establishment of new cooperation mechanisms to deepen sectoral cooperation.

The two sides emphasized that defense-security cooperation is a key pillar of the bilateral ties.

Both sides affirmed their resolve to make breakthrough advancements in economic, trade and investment cooperation through promoting trade liberalization, expanding market access, and working together to maintain stability of the global supply chain.

Pham urged the French side to soon ratify the EU-Viet Nam Investment Protection Agreemnt (EVIPA) and coordinate closely with Viet Nam in effectively implementing the EU-Viet Nam Free Trade Agreement (EVFTA).

He took the occasion to call on French investors to team up with Vietnamese investors in developing strategic industries like automotive and logistics.

The two Prime Ministers also agreed to collaborate closely in implementing six major measures: Consolidating political trust; strengthening defense-security cooperation; promoting economic/trade/investment in a substantial, effective, fair and sustainable manner; creating breakthroughs in science and technology cooperation – a new pillar of the bilateral ties, including aerospace science, nuclear energy cooperation; expanding cooperation in strategic infrastructure development; deepening and renewing traditional cooperation areas.

Regarding regional and international issues of common concern, the two sides share their views on international solidarity, joint efforts in addressing global issues and disagreements through peaceful means.

For the East Sea issue, the two sides underscored the importance of maintaining peace, stability, security and freedom of navigation and aviation in the East Sea, settling disputes through peaceful measures on the basis of international law, particularly the 1982 UN Convention on the Law of the Sea, without threat or use of force.

Prime Minister Pham took the occasion to invite France to attend the signing ceremony of the UN Convention against Cybercrime in Ha Noi in October this year.

After the talks, the two Prime Ministers witnessed the signing ceremony of a Memorandum of Understanding between the Viet Nam Academy of Science and Technology and the French Alternative Energies and Atomic Energy Commission and a tripartite cooperation agreement between the Department Geology and Minerals of Viet Nam, France's Bureau of Geological and Mining Research (BRGM) and the French Development Agency (AFD) on the sustainable management of mineral resources and enhancing geological knowledge for energy transition./.
